SOCIAL WELFARE: To pave way for socio-economic development of the various downtrodden sections of the society; to implement schemes to achieve the goal and ensure social justice for all. The beneficiaries of the department are disabled persons, backward classes, Minorities, Street children, drug addicts, Ages aand Infirm persons and Juvenile Delinquents. WOMEN AND CHILD WELFARE: The objective of the department is extending financial, nutritional, educational support to the most vulnerable group of the society viz. young children, women, old aged persons, poor families, lactating mothers, adolescent girls etc. through various welfare schemes. The department is implementing various welfare schemes through three different wings, namely Child development, Women development and Social defence wings. ICDS provides health, education and nutritional care to the children, Pregnant and Lactating mothers. Women development wing uplift and protect the women. Women commission also comes under this wing. Social defence wing extends financial support to the aged persons and financially deprived people. There are about 140 Anganwadies, 28 Balwadies, Working Women's Hostel are under the control of the Department of WOMEN AND CHILD DEVELOPMENT. Women Development Corporation also maintaining a Working Women's Hostel and providing technical trainings. ADI DRAVIDAR WELFARE Department is implementing various schemes for the welfare of SC community under two major categories. They are 1) Schemes for educational improgements, training self-employment to the SC population and 2) schemes for social and economic deelopment of SC population. LABOUR WELFARE: The primary objective is to ensure Industrial peace for better relationship between employees and employers and for protecting the rights and interests of the working class. The departments also ensures social security to the workers in the organized and unorganized sectors for a decent standard living. It also provides conciliation services to prevent and settle industrial disputes, quasi Judicial services ensure industrial safety and health of the workers. The department also effectively enforces the provisions of Labour laws which includes central legislations and state legislation. The Inspectorate of Factories and Boilers ensures the compliance of safety provisions of Factories Act,1948, and Indian Boilers Act,1980.There are 2093 factories registered under the Factories Act 1948. The workers are periodically medically examined. Workers are given safety training and all the industries are inspected annually. The department through the Employment and Training Wing, equips the youth with skills in Engineering and Non-Engineering trades in ITIs, to enhance their capacity and provide them with the opportunity to secure employment and address the skill gap in the Secondary and tertiary Sectors. The Government ITI(M) Karaikal has been taken up for up-gradation as Centre for Excellence under Vocational Training Improvement Programme with World Bank Assistance. To improve the quality of vocational Training and make it demand driven so as to ensure better employment of trained graduates, Government ITI (W), Karaikal, has been taken up for up-gradation in association with an industry partner under the scheme “Upgradation of 1396 Government ITIs through Public Private Partnership. To Impart effective and need based training to the Differently –Abled candidates by setting up of a Vocational Training centre, Physically challenged persons are being trained in Data entry Operator and Book binding. Apprentices are engaged in various industries. Under Apprenticeship Act, 321 Establishment and 50 Trades are covered. State Level Vigilance Committee and Regional Vigilance Committees for all the four regions have been constituted under the Bonded Labour (System) Abolition Act,1976. As per the directions of the Hon’ble Supreme Court on elimination of Child Labour, the Child Labour Rehabilitation-cum-Welfare Society has been established in the Union territory and a separate cell has been constituted in the Labour Department to combat the prevalence of Child Labour in hazardous Industries and to regulate their working conditions in non-hazardous occupations. Recent notification of Government of India banning child Labour in domestic employment, hotels, dhabhas etc., is being enforced vigorously. CIVIL SUPPLIES AND CONSUMER WELFARE: The Government of Puducherry views the Targeted Public Distribution System (TPDS) as an important constituent of a strategy for ensuring food security of the targeted population by ensuring availability of monthly quota of food grains to them as per entitlement. The Government is committed to implement the TPDS to the best advantage of the beneficiaries with full transparency and efficiency of operations and accountability of authorities implementing it. 79 Fair Price Shops are running and distributing the Essential Commodities. CIVIL SUPPLIES AND CONSUMER AFFAIRS DEPARTMENT is conducting Consumer Awareness Programmes apart from attending the affairs of the Consumers through the Consumer Court.
