KARAIKAL district is named after its District Head Quarters, Karaikal. It is located 135 Kms. away from Puducherry on the East Coast of Bay of Bengal and is surrounded by the Nagapattinam and Tiruvarur Districts of Tamil Nadu. According to 2011 census, it is 157 Sq. Kms. in area and has population strength of 2,00,222. Karaikal is a newly created district of Puducherry UT with effect from June 1st, 2005. Karaikal region was part of Puducherry District and entire Puducherry UT was treated as one District, till May 2005. The District Collector is an administrative head of Karaikal district and also a District Magistrate.
Karaikal district comprises two Taluks, Five Firkas and 37 Revenue Villages for the purpose of revenue administration. For the Local Administration, the Karaikal district is treated as only one block, headed by Block Development Officer and the district is sub divided into One Municipality for Urban and 5 Commune Panchayats for Rural areas. The Commissiners are the administrative heads of Municipality and Commune Panchayats. There are 18 wards in Urban and 27 Village Panchayats in rural areas of Karaikal District.
In view of General Elections, the entire Puducherry UT is only one Parilamentary Constituency and Karaikal have 5 Assembly Constituencies viz. 24-Nedungadu(SC), 25-Thirunallar, 26-Karaikal North, 27-Karaikal South, 28-Neravy T.R.Pattinam.
Karaikal district is
irrigated by the canal system. The main source of irrigation is river
water to be released from Mettur reservoir.

NIC Karaikal District Unit has been operational, since October, 1988 with an aim to provide Management Information Systems and Decision Support System for development, planning and responsive administration in Governments at the district level. The District Informatics Officer (DIO) is the head of the NIC District Center and he is supported by the ADIO.
NICNET is a Nationwide computer and communication network of NIC, utilizes state-of the-art network technologies to provide connectivity to Central Government Ministries/Departments and all 35 States/UTs and 616 Districts of India. NIC Karaikal is one of the node of NICNET.
NIC Karaikal District Center has been provided with state-of the-art ICT infrastructure including Clients, Printers, 34 Mbps high speed links on Optical Fibre Cable (OFC) connectivity to NIC Puducherry UT Centre with Video Conferencing System.
Facility Management Services are provided at Karaikal District to extend effective NICNET services.
With increasing awareness leading to demand and availability of ICT infrastructure with better capacities and programme framework, the governance space in the country witnessed a new round of projects and products, covering the entire spectrum of e-Governance including G2C, G2B, G2G, with emphasis on service delivery. Districts, which are the basic administrative units of Government, have spearheaded the movement towards automation at the grass root level. Commercial Taxes (MMP) : PVATSoft, focussed on VAT and CST. It has developed with a vision to create modern state tax administration. It incorporates Online services, eFiling, ePayment, Mobile Apps, email and SMS services, Align with incoming GSTN etc.,
Transport(MMP) : Vahan and Sarathi, a standaridised software, Establishment of Sate and National Register, Provision for online services to citizens.
ICT for Civil Supplies : The Ration cards of Puducherry UT are digitized and the issue of PDS commodities are monitored through web enabled system. All the ration cards are available on net.
eSalary : It is a role based Pay roll Accounting System for 600 DDOs. It facilitates the online Payroll process, pay bills, schedules preparation for bill clerks of a department. Acquittance and Pay slips are prepared by Cashiers taking outside recoveries into account. It has functionalities for DA Arrear Processing, Bonus Processing, IT Calculation and related reports etc., Individual employee can see their personnel, GPF and pay particulars through net. It supprtsa Electronic Clearing System (ECS) for payment of individual salary. It has reduced the pay bill processing time drastically and brough transparency in the payroll process 600 + DDOs using the system from Puducherry, Karaikal, Mahe and Yanam.

eProcurement : GePNIC is a web
enabled system developed by NIC, Delhi to facilitate all stages of
procurement process for goods, work and services.
Birth and Death Information System : Issue of certificates from local bodies. A centralized data repository. Service delivery through CSCs.
National Animals Disease Reporting System : NADRS-Centrally Sponsored Scheme to capture animal diseases.
Land Records Information System : Having comprehensive data for both Nilamagal and ePathiram and is hosted in Puducherry State Data Centre.. ePathiram is a state-of the -art complete work flow system covering entire registration process at the sub-registrar offices. Land values (GLR) are open to the web. Land particulars are viewed by the citizens on web. Land Records Documents are digitally signed and issued through CSCs.
State Excise Information System : Puduvaicalal, helps the department in having a fair, transparent and effective functioning of Excise Machinery. Apply for permits online, Provision for ePayment of Excise duties, System generates Challan and Permits, Monitoring the Revenue collection for the entire Puducherry UT etc. are few modules covered by the system.
REALCraft is nationalised software, implemented in entire Puducherry UT. It is a web enabled work flow based online application for vessel registration and Issuing of License Certificate to the fishing vesseles operating along the Indian Coast.
Computerization of Election Process : Randomizaiton of Polling Personnel appointing, RealTime Poll Monitoring System, Trends Dissemination System, SMS search of voters list, Android base Mobile app for General Election 2014, Online services for EPIC related works.ECI appreciated the application and its implementation.
Prisons : Video Conference facility is extended to the Prisons and courts.
Finance Portal : DAT, Finance and Planning Departments are interlinked. LOC projects are integrated. All the DDAT and PWD divisions are operated from a single portal. Proposals can be tracked by the SAFE component of Finance portal. All the stake holders can track the movement of financial proposals and monitors the funds availability.
